Government on the understanding that the buyers will be allowed to carry on their legitimate trade in accordance with treaty rights, which rights are understood to be protected by the British representatives in China.

The question is not one of the continuance of the opium trade with China, but a question of the observance of good faith on the part of China in carrying out the special agreement under which the importation is regulated until the period of its extinction occurs.

The Chinese attitude in their relations with foreign countries is a subject on which this Chamber has had frequent occasion to address the Secretary of State, and, in bringing this instance before Sir Edward Grey, the chamber would ask for his most serious attention to be given to their representations.
